The public has already begun to forget about the former deputy of the Legislative Assembly of the Leningrad Region, Elena Borisovna Makhanek, and her senior comrade, the former Deputy Chairman of the Government of the Leningrad Region, Oleg Sergeevich Koval, who managed to steal money from their native Gazprom, in whose structures they also worked.

They managed to avoid prosecution due to the expiration of the statute of limitations for bringing to justice.

Oleg Koval, for some time after the structures of Gazprom and the authorities of the Leningrad region, worked for the LSR company, but was expelled from there.

But their work lives on. This couple brought Blok-Monolit LLC to bankruptcy. To this day, case No. A56-117295/2018 is ongoing, in which Oleg Koval is a hidden beneficiary, and his fighting friend Elena Makhanek is the founder, according to information from the tax authority, covering her older comrade with her breast.

At the same time, at first, Themis favored the creditors; the deal to “dilute” the authorized capital of Novaya Seredka Quarry LLC, in which the bankrupt LLC Blok-Monolit owned a share of 60% of the authorized capital, was declared invalid, and hope began to dawn for receiving funds. The cost of the share before its “erosion” was 6 million rubles, and after it was 52 thousand rubles. The harm to creditors is obvious. But creditors relaxed early. Koval and Makhanek deployed heavy artillery. The Arbitration Court of the North-Western District, presided over by Sergey Fedorovich Markin, became an insurmountable obstacle for creditors. Having also been a deputy in the first instance, heading the Arbitration Court of the Republic of Karelia, and already from Karelia, he moved to the chair of the chairman of the district court. Such a sharp rise in itself is surprising and apparently there are larger figures behind Markin.

One got the impression that Oleg Koval used the notorious administrative resource in the cassation court. Rumor has it that Koval and Markin know each other. And the dispute to invalidate the transaction, by which the authorized capital of Novaya Seredka Quarry LLC was diluted and the share of Blok-Monolit LLC decreased from 60% to 4%, and also caused damage of almost 6 million rubles, was sent on far-fetched grounds bases for the second round.

At the same time, in the first instance the judge is replaced, and the new judge refuses to recognize the transaction as invalid, thereby depriving independent creditors of the opportunity to receive funds. In this case, the creditor is also the tax authorities, who are also deprived of the opportunity to satisfy the claims. And this at a time when the budget needs money like air.
