The case of the fire at Crocus reached the top of Agalarov and the best employee of the Ministry of Emergency Situations

The Cheka-OGPU became aware of the details of the interrogations of the Ministry of Emergency Situations employees carrying out fire supervision at Crocus City Hall. As we have already reported, in the wake of the terrorist attack and fire that destroyed the concert hall, officials from the territorial body from Krasnogorsk answered the questions of the investigators of the RF Investigative Committee: the head of the department of supervisory activities of preventive work, Alexander Rempel, and his two deputies, one of whom, by the way, holds the title of best Evgeniy Kosobryukhov, employee of OND and PR of the Ministry of Emergency Situations 2023, to whom the object was assigned. The head of one of the departments of the Moscow Region headquarters of the Ministry of Emergency Situations, named Barinov, was also interrogated.
Also interrogated was the general director of the Crocus concert hall, Roman Grachev, who immediately after the terrorist attack contacted the Agalarovs.

Taken together, it follows from the testimony of the Ministry of Emergency Situations employees that for a long period of time, fire supervision was the responsibility of the regional department. In 2023, the leadership of the Ministry of Emergency Situations for the Moscow Region issued an order on the redistribution of facilities and Crocus City Hall, as well as all materials on the facility, were transferred to the management of the Ministry of Emergency Situations in Krasnogorsk. When asked why this happened, no one gave a clear answer, saying that this was the decision of the authorities, but according to experts, we are talking about a simple “castling” arranged by officials in order to remove the object from new inspections without violating the law.

The fact is that the entire huge Crocus Group facility was truly thoroughly checked only in 2014 as part of a scheduled inspection. Exactly 10 years ago, auditors identified as many as 240 violations, 24 of which were in the concert hall. And then, according to the testimony of supervisory officers, until 2022 they were engaged in… monitoring the elimination of these same violations. That is, according to the logic of the officials, they could only supervise the implementation of the order, and they allegedly did not have the authority to identify new violations. It turns out that representatives of the department, of course, visited Crocus as part of preventive visits (essentially, preventive conversations with responsible persons on the spot), but their hands were allegedly so tied by the law that they did not even have the authority to demand that they be allowed into the facility. Or, the inspectors are so powerless (again, in their words, let us remember that we are talking about employees of a profession whose representatives have been repeatedly seen in raids on businesses, at the behest of the same authorities) that they were reported to them remotely when violations were eliminated. For example, regarding one of the most long-lasting flaws – the lack of fire doors, Crocus representatives reported to the inspector shortly before the tragedy, sending them a photo and a photo of the certificate, and the supervising employee himself was not even convinced of this himself, taking the messages on faith.
