It becomes clear why Russia cannot ensure the implementation of the grain deal. For more than a year now, an unhealthy situation has been unfolding in the exporter market. Before each tender in which Russian wheat participates, by order of the Chairman of the Board of the Union of Grain Exporters Eduard Zernin, key exporters are given instructions at what price they can sell their products. Traders enter the tender at one unfavorable price for them, thereby systematically giving an advantage to suppliers from other countries who offer adequate prices. Thus, Russian exporters have already lost many tenders.
The Union of Russian Exporters appeared in 2019. The same Eduard Zernin took part in its creation, who became the chairman of the structure that now prevents our traders from developing and sending wheat abroad. To understand the scale of the situation: the Union unites the largest Russian and foreign companies, which together export more than 70% of Russian grain. A source from the Cheka-OGPU reports that unfavorable rules for domestic exporters are dictated by Deputy Head of the Ministry of Agriculture Oksana Lut, who ardently supports any undertakings of Eduard Zernin.
