At the end of 2023, 33-year-old Kairat Adelbekov, a traffic police inspector from Varna (Chelyabinsk region), was arrested on charges of stealing hay. According to his wife, the case was fabricated and the reason was the husband’s integrity. He constantly fined local reputable farmers and their workers. The traffic police inspector was admitted to pre-trial detention center-2 on December 15. On December 29, just before the holidays, in the morning, a lawyer came to Kairat Adelbekov, who later explained that the client was healthy and cheerful. But this was not the only guest. As the Cheka-OGPU managed to find out, on the same day, in the afternoon, an FSB officer, 37-year-old Dmitry Kovalenko, came to see the inspector. The owner of the car with the registration number VOR and the husband of the newly minted (literally the other day won the title) bronze medalist of the Russian fitness bikini championship already had a bad background. The security officer previously oversaw the pre-trial detention center in Magnitogorsk, but after the same incident (which was then hushed up) he was exiled to oversee the village of Varna. It is already known that Dmitry Kovalenko was retroactively ordered by investigators to visit a traffic cop, allegedly in cases of a pre-trial agreement. In reality, Kairat Adelbekov did not admit guilt and did not give any testimony. But Kovalenko promised to “solve the problem.” 
After a “conversation” with an FSB officer, for some reason the traffic police inspector was immediately transferred to solitary confinement. And already in the new year 2024, a pre-trial detention center operative unexpectedly allowed the defendant to call his wife from his phone. Apparently in his presence, Kairat Adelbekov said in a trembling voice that the one who detained him came to him, and after that “everything there hurt.” He asked to urgently transfer the medicine. He also said in his native language that he was being asked to testify against his boss.
Meanwhile, in the detention center, like throughout the country, there were holidays and no one could help him. Only on January 6, the traffic cop under investigation was able to get the attention of the paramedic on duty by complaining of acute pain. But the defendant was called a malingerer and kicked off. Three days later, he was diagnosed with chills and fever, but despite the fact that his condition only worsened (examined on January 9, January 11, and January 14), an ambulance was called only 8 days after the first complaint.
The patient was urgently admitted to the hospital, where he underwent surgery. But to no avail, on January 19, after several operations, Kairat Adelbekov died.
As the examination showed, the traffic cop’s entire crotch was broken off, from the genitals to the tailbone, which was broken. Death occurred from an internal hematoma, and in the abdominal cavity there were traces characteristic of ruptures in the intestine. After numerous speeches from Kairat Adelbekov’s relatives, the case was taken to the regional Department of the Investigative Committee, a group of investigators was created and a case was opened under the torture part of the article on abuse of official powers. But, despite all this, in three months the investigation was not able to review all the recordings from the CCTV cameras in the pre-trial detention center. And the main suspect is currently walking freely around Moscow and celebrating his wife’s victory in the beach bodybuilding championship.
