The Baltstroy company had two founders – Dmitry Sergeev and Dmitry Mikhalchenko. Mikhalchenko is a business partner and an extremely close person to Evgeny Murov, who for many years headed the Federal Security Service (FSO) and was very close to Vladimir Putin. Thanks to this connection, during the period when Murov headed the FSO, Mikhalchenko provided Baltstroy with the most interesting contracts under the FSO, including contracts for the reconstruction of Putin’s residence in Novo-Ogarevo (“Object 53”). Mikhalchenko himself only received a share and did not deal with operational issues of Baltstroy. He had many other projects with Murov, in particular the Bronco port. The operational activities of Baltstroy were carried out by Sergeev and his friends, including classmates: Kuehner, Torchinsky and Perevalov.
All of the named persons became accused in the case of theft of funds for the reconstruction of Novo-Ogarevo. The case itself was classified due to the secrecy of Object 53. This is where Putin lives, holds meetings (a copy of his office in the Kremlin was made), Security Council meetings are held there, maybe there is a bunker, etc. However, after the verdicts were handed down, the FSO decided to file a claim against the convicted persons in a civil court for compensation for losses – return of the stolen money. And an examination was attached to the case materials, taken … from the designated secret “case of Perevalov”, who entered into a pre-trial agreement. It was needed because all the stolen amounts are listed there, that is, it explains why the FSO is asking for a specific amount in a civil lawsuit.
