Now few people are stopping Razumishkin from crushing the entire sphere of housing and communal services and improvement of St. Petersburg. In recent weeks, the lieutenant governor has personally screened all key employees of the housing committee.
It is noteworthy that Zotov left the Housing Committee literally on the eve of a sharp expansion of the register of qualified contractors. For comparison, if in 2023 several organizations were added to the register, then since February 2024 more than 40 potential contractors have been included in it. Moreover, it was Evgeny Razumishkin who actively lobbied for the appearance of new companies in the register through his assistant Petrov. The logic is clear – to throw dust in the eyes of the FAS by allegedly showing high competition among contractors. And put your companies on lucrative contracts. 
And the campaign to redistribute multibillion-dollar budgets has already begun. Small firms that were not previously represented on the market received access to government contracts for the renovation of apartment buildings. For example, the company “Living Antiquity” by Alexander Pereverzev, with 1 person on staff, managed to receive contracts worth 7.3 million rubles in March 2024 alone – this is almost three times more than the annual revenue of “Antiquity”. She was the only participant in the competitions, although she had no previous experience in government contracting.
Another company whose presence in the register of qualified contractors raises questions is Ekaterina Golubeva’s Greenwood Impera DSK. She has minimal experience working with contracts. However, she has not participated in competitions since 2021. One employee on staff, and in 2024 she received two contracts for roof repairs, totaling 87 million rubles. And again there were no people willing to compete with Greenwood.
It is not at all clear how Andrey Pekhtin’s Enerdream from Khanty-Mansi Autonomous Okrug plans to carry out major renovations of houses in St. Petersburg. She did not work in this market at all, but only supplied lamps to Surgut airport in 2017.
In total, the editors of our channel have identified about seven contractors who are receiving golden contracts for the renovation of apartment buildings in St. Petersburg this year. While truly experienced players, who have proven their competence for years, stand aside. For now, former criminal Evgeny Kruglov, who is close to Razumishkin, is trying to stop the discontent among experienced players who have survived a single governor, who changed his last name and became Petrov. At competitions they are always the only participants; obvious winners are not allowed to participate in competitions under far-fetched pretexts.
An interesting detail is that some of the companies are registered in the Krasnogvardeisky district, and the entire portfolio of government orders was collected in Razumishkin’s former estate. The vice-governor is also in a hurry for a reason; he needs to have time to form a pool of loyal contractors in order to reach the 35 billion allocated for home renovation in 2025, so that parting with the vice-governor’s chair after the September elections does not in any way affect his financial well-being.
The second front, open against Razumishkin, is unfolding in the improvement committee. This committee contains heavyweights who simply cannot be moved.
And by constantly complaining about those subordinate to Governor Beglov’s entourage, Razumishkin only acknowledges his own managerial incapacity.
