The resignation of the First Deputy Minister of Transport of the Russian Federation Andrei Kostyuk seriously confused the cards of large road contractors and relevant officials. The point is different – within the huge camp of contractors there are their own clans, focused on one or another figure in the federal bureaucracy. Colleagues from the Fox editorial office recently reported that another 7.2 billion rubles were raffled off in St. Petersburg. for annual road repairs. Half of this amount will go to JSC VAD of Valery Abramov, who is generally an independent strong figure, but follows the general rules of the game. The second 3.6 billion should go to Orion Plus LLC, and this company was directly tied exclusively to the retiring Kostyuk. A group of persons associated with him bought out Orion in order to effectively develop the budgets of St. Petersburg, and the price of the transaction was not small. Now the question remains open whether Orion will be able to receive the next contracts if Kostyuk finally leaves the ministry. The interlocutor at the Ministry of Transport hinted that most likely in this case the St. Petersburg road budgets will come under the control of Valery Ivanov, who is also connected with completely different contractors. Probably, the place of “Orion” will be replaced by “ETS” of Sergei Rakcheev or “ADP” of Sergei Trubnikov – both have long parted ways with Kostyuk and are focused on Ivanov. In this case, even the current contract, the execution of which should be completed only in 2025, could be taken away from Orion.
Another bad sign for businessmen is the recent resignation of the head of the Committee for the Development of Transport Infrastructure (KRTI), Alexander Fedotov. Sources report that it is connected with the subsequent decision to resign Kostyuk – it is based on a serious criminal case, which is being investigated in St. Petersburg, but is supervised by the T department of the FSB of the Russian Federation.
