As the interlocutor of the -OGPU suggests, the list of civil servants caught committing crimes with migrants may soon be added to by an employee of the Property Control Committee. The head of the department for monitoring the use of property in the southern districts of St. Petersburg, 38-year-old Dmitry Lantsov, is by no means as simple as it might seem at first glance. Thanks to less than 10 years of public service, he has become a charged “major” who has traveled half the world and put on a wide face.

Comrade Lantsov has long been helping migrants conduct illegal trade. For money, he does not notice illegal stalls and their inhabitants, and over the years of “service” his appetites have grown significantly. He was supposed to ensure that the city land entrusted to him was used for its intended purpose, but instead he monetized his supervisory function by allowing black shops to operate. Last year, one of these cases was made public, but Lantsov was simply transferred to another district.

Collecting 50-150 thousand rubles in cash per month from one illegal immigrant, Dmitry leads a beautiful life and does not hide it too much. Ideologically, his crime belongs to the same category as that of the former head of the Department of Internal Affairs for St. Petersburg and BiLO Andrei Kolesnik, who ended up behind bars for illegally registering migrants. As the Cheka wrote, illegal immigrants were registered in batches and on such days the amount of illegal income of Kolesnikov’s group could easily exceed a million rubles a day.

The turnover of an official from a government committee is comparable to that of a colonel, and perhaps even more connections. Lantsov is part of a large family, practically a dynasty of civil servants, but is not important in it. In the era of current migration rhetoric, Lantsov is a gluttonous prey for politically sensitive law enforcement officers. Collecting rent from migrants for illegal trade is the systematic and main activity of the official Lantsov, but there are other cases in his anamnesis, says the source of the Cheka-OGPU.
