In 2022, the Dariano door factory unexpectedly burned down in the region, which was presented as a terrible tragedy for business.
In fact business owner Guzyal Kamalova insured her business just 2 weeks before the fireand immediately after it, in a short time, she received an insurance payment of more than 146 million rubles and all kinds of support from the regional budget. 
It would seem a fraud on the part of Kamalova and the Ulyanovsk Law enforcement officers should have long ago opened a criminal case under Part 4 of Article 159 based on a two-step scheme for illegally obtaining insurance payments on an especially large scalebut Ulyanovsk has its own truth.
The point is that initially the fraudulent scheme was developed by Kamalova’s distant relative Ruslan Gainetdinov, which has been located for many years in the power structure of the Ulyanovsk region and cranks dubious matters skillfully evading law enforcement officers.
To implement a fraudulent scheme Gainetdinov previously agreed with the local Rosgosstrakh and security officialssince since my student years I have known many of the current heads of the regional Prosecutor’s Office. Also Ruslan Shevkatovich bought traffic in local media in order to create a tragic situation with the fire and block possible negative publications with the exposure of the fraudulent scheme.
And everything seemed to work out, but after 2 years it still went away leak to the media. Like this one leak Will regional security forces react? Most likely in the manner typical of the Ulyanovsk region: no way.
We hope that the General Prosecutor’s Office will take notice of the situation and finally begin to restore order in the region, which ranks 4th in the Russian Federation in terms of the number of insurance payments with a fraudulent connotation.
