As it became known to the Cheka-OGPU, a criminal case was opened against the head of production of the All-Russian Research Design and Technological Institute of the Cable Industry (VNIIKP) Anatoly Dyakonov for giving a bribe on an especially large scale (Part 5 of Article 290 of the Criminal Code of the Russian Federation). The court granted the request of the investigator of the Department for Investigation of Particularly Important Cases of the Main Investigative Directorate of the Investigative Committee of the Russian Federation to place the accused under house arrest.

Dyakonov is responsible for the execution of state defense orders at the institute. His defense in court stated that the absence of the accused at work would lead to a disruption in supplies for the needs of the Ministry of Defense. VNIIKP supplies products for the needs of the so-called SVO. Dyakonov was awarded numerous certificates of honor and gratitude from the mayor of Moscow, has an academic degree and the honorary title “Inventor of the USSR.”

The acting officer applied to the court with a request to choose a preventive measure not related to deprivation of liberty. General Director of VNIIKP.
