Military investigators in initiated criminal proceedings against officials of the Public Law Company “Military Construction Company” and the Regional Directorate of the Capital Construction Customer of the Leningrad Military District – a branch of the FKP “Department of the Customer of Contract Construction of the Ministry of Defense of the ” under clause “b” Part 2 Art. 285.4 of the Criminal Code of the Russian Federation, regarding abuse and theft during the construction of a multidisciplinary clinic at the Kirov Military Medical Academy, designed to treat more than 800 military personnel.
As it became known from the source, in 2021, as part of the state defense order, the Ministry of Defense attracted PPK VSK to complete the construction of the clinic, the latter, for these purposes, entered into a contract with KapEnergoStroy SPb LLC, transferring about 1.4 billion rubles to its accounts as an advance .
Subsequently, funds from the Russian Ministry of Defense were transferred to the accounts of many shell companies, cashed out and stolen. At the same time, military officials entrusted with control of the construction did not take any measures to check the expenditure of funds, allowing an advance of 80% of the entire contract amount, as a result of which the construction of a clinic, currently intended for the treatment and rehabilitation of the wounded in the Northern Military District zone , not completed, the opportunity to use the unfinished object will not present itself very soon.
As our sources have learned, Klepikov, the general director of KapEnergoStroy SPb LLC, is currently in custody in a similar criminal case related to the of theft during the construction of other facilities of the Russian Ministry of Defense. For this reason, it is impossible to exclude his connection with high-ranking officials of the military department and new high-profile arrests in a criminal case.
