Alekseev managed to remain an official and found a position as deputy head of the Moscow Department of Environmental Management. Subsequently, the employment relationship with him was terminated, and then he showed up at the Department of Capital Repairs, from where he was fired again; currently he is the Deputy Governor of the Vologda Region. Beloglazov had to go into private business and become a hired director in the company of a major businessman Chaika Igor Yuryevich, whose name the former bribe-taker uses to resolve his personal issues. Mr. Beloglazov, using his employer’s connections, successfully established waste management activities for personal enrichment. For example, the turnover of the Nanotechnologies company (TIN 7707424494) for 2023 amounted to 499 million rubles. And Beloglazov has several such left-wing organizations registered to affiliated persons. As joint criminal interests, former colleagues at Rosprirodnadzor, using their official position, are promoting the ETG technology (TIN 9725005242). By the way, the order to put it into effect was signed by Nikolai Aleksandrovich Beloglazov when he was the deputy head of Rosprirodnadzor for the Central Federal District. Now he himself uses it to enrich himself as an entrepreneur, despite the conflict of interests within the framework of the Federal Law. As for Skivskaya, she is making her contribution by establishing an administrative barrier in the city of Moscow for working on other technologies. This creates an artificial market for the ETG technology and an inflated price for use. Alekseev and Beloglazov, through their affiliates, own shares (25% each) in this organization.
Additionally, Alekseev owns the Ecology Factory company registered in the name of his driver Dmitry Valerievich Fabrin (TIN 5032322472). It is noteworthy that a nominal organization without machinery, equipment or staff earned 164 million rubles in 2023. Obviously, these are non-cash payments for general patronage from waste management industry participants directly to Alekseev. There is also information that Skivskaya personally oversees the financial success of this organization and imposes unspoken contribution obligations on companies operating in Moscow in the field of transportation and recycling. For now, the question of the participation of Skivskaya’s new leader, Yulia Valerievna Urozhaeva, in this criminal scheme will remain open. At the same time, the company recorded minimal profit, which indicates a primitive cashing of incoming “bribes.” It’s time for the tax authorities to take control of the company, and Alekseev’s criminal organization, at a minimum, to be developed, given the presence of significant facts of corruption in the public domain.
