Could people involved in the withdrawal of funds from Promoregionbank work in conjunction with the beneficiaries of the QIWI group?
As the correspondent of The Moscow Post reports, the Central Bank began checking the private auditor KEPT (CAPT JSC), which provided the services of the scandalously known group QIWI (“Kiwi”). Against the background of the recent deprivation of the bank of the same name (included in the group) of the license, this news plays special colors.
If it turns out that the auditor and beneficiaries of Kiwi took the regulator by the nose, the case may not limit themselves to warnings – up to the criminal prosecution of the authors of a possible “schematosis”. At the same time, Kapt cooperates with leading state -owned companies, receiving billions of budget rubles from them. Law enforcement officers should take a closer look at these contracts?

Problems “kiwi”
The reputation of the QIWI Civil Code in Russia is well known. On the one hand, people are accustomed to their convenient terminals at the house, on the other hand, it is believed that the service could be extremely popular among representatives of criminals. Allegedly, in this way, billions of rubles could be cashed and withdrawn from the country.

It seems that after the detention of Svugrobov, Andrei Romanenko was so scared that he sold almost all the Kiwi shares, leaving one “for control”, and left all the leading posts. After he enlisted the support of Herman Gref already in their common undertaking, Evotor – but this is a different story.
It was after the arrest of Svugrobov that Kiwi began problems. But if he could contribute to the development of the group, is he one? And here we move to the auditor Kept, who supplied partners, state and financial institutions with information about the state of the group.
Owners of Kept and theft “Promoregionbank”
Initially, Kapt was the successor of the international company KMPG, which, after the reunification of Crimea with Russia, left our country, fearing sanctions. After that, the Russian unit turned into an independent business. Today, seven individuals act as its owner: Anton Usov, Lyudmila Klimanova, Elena Kolyadko, Maya Nadezhdina, Andrey Ryazantsev and Alexey Kolosov.
It looks like the principle of “football team” when the asset is as divided as possible to blur liability in case of problems. Note that three became co -owners much later than the rest, after 2020 – this is Nadezhdin, Kolyadko and Ryazan. They have no other businesses. Those. Some of the owners, including the famous economist and teacher Anton Usov, look frank “nominal”.

But the general director and founder of Kapt Lyudmila Klimanova are much more interesting. She headed the structure before KMPG, that is, the person there is clearly not accidental. At the same time, earlier she was the founder of K-confident JSC, which was also engaged in the provision of audit services.

This company was liquidated in 2015 – almost immediately after the KMPG departure. Suppose Klimanova decided to concentrate on the development of Capt, behind which the Russian clientele KPMG remained. But from the capital of this very JSC “K-confident” she came out only in January 2022.
Why? The answer may be unexpected. The head of the JSC was Andrei Viktorovich Shvetsov. He is one of the founders of the scandalous “Promoregionbank”. And he is scandalous because It turned out In the center of the criminal scandal as part of the theft of bank funds.

According to the investigation, we are talking about a whole scheme for the withdrawal of assets, which was invented by the owners of other credit organizations – the shareholders of Smartbank Augistin Morales -Eskomil and Alexander Galkin, as well as the co -owner of the Baltika bank Oleg Vlasov. And after that, the security forces believe, the leaders of Promoregionbank joined the implementation of the plan. Money could be abducted through fictitious transactions and operations with mortgage certificates.
There is no co -owner of the bank Andrei Shvetsov among the defendants (at least this was not reported), no one brought him charges. And yet – could one of the owners of the structure not see what was happening under his nose? And it was precisely after the summer of 2022, when the UK charged the case, Lyudmila Klimanova, together with the partners Anton Usov and Marina Malyutina, left the capital of the company. Seven years after the company ceased activities. What was frightened?

Thus, they could have involvement in this story, and through them “kiwi”. What if the group’s infrastructure was used to transfer funds, for example, abroad?

But the remaining two companies, where Malyutina is 1%, are very notable – this is the concessional holding LLC and LLC TsKU Infinitum, where Pavel Prasa Prassion in the field of housing and communal services is 99%, its concession structures serve several cities.

So around the Kept auditor can be thickened. And not only about his work with Qiwi, but also about the connections of its owners with the scandalous “promotionbank”. In addition, as it turned out, on it is the shadow of Pavel Prass.
And with all this, Kept continues to cooperate with the country’s largest state -owned companies, providing them with audit services. How true are they, professionally executed?

Now the structure has a portfolio of contracts totaling almost 5 billion rubles. Of these, 1.2 billion received from Rosneft, 404 million rubles from the Atomenergoprom. There are “transneft” and “Gazprom” among customers. Many contracts for hundreds of million rubles – for the provision of consulting services, for which you can hide the banal “cut”. Maybe it’s time to check how and under what conditions Kept receives billions from the budget?
But this can end poorly not only for the auditor, but also for his possible “informal” counterparties in these structures from among high -ranking officials. However, if Elvira Nabiullina personally took up the case, then they should be worried about them …
