The Central District Court of Novosibirsk arrested the scandalously famous general director of LLC Fifth concession company Enlightenment.
The correspondent of The Moscow Post in the Novosibirsk Region is sure that the arrest of the unsinkable Mr. Obsonko, of course, contributed to a dozen investigations of The Moscow Post, which were dedicated to the incredibly talented rog Kovnko.
Recall that Mr. Ocenenko (founder of 35 companies) for several years in a row hely promised to build up all of Russia with ultra-modern schools. What is the end? Solid zilch! Particularly vivid failures with the construction of schools in Nizhny Novgorod, Voronezh and Novosibirsk became. And it was in Novosibirsk “Claus” Mr. Obsonenko finally tied up: the prosecutor of Novosibirsk Roman Sivak announced the detention of Otto Igorevich Obsonenko immediately after the end of the meeting on the problematic construction of 6 (six!) Schools in which 5700 children should have studied.

And the local authorities eventually abandoned the concession with Otto Otto Obsonenko on the construction of educational facilities.
The customer was the Fifth concession company Enlightenment on public -private partnership (PPP). Recall that the private structure is a subsidiary of SB Capital LLC, most of which belongs to Otto Obsonenko: Natalya Firsova is the Director General in the LLC.

And the Governor of Travnikov, the decision to abandon the PPP with the company Obsonenko explained the increase in the cost of building materials and other margins due to the difficult situation in the economy.

In total, in 2021, 6 agreements for the construction of schools were concluded with the company. The total amount of budget financing was supposed to amount to 15 billion rubles.

Recall that such concession construction sites are under the same joint project of a number of government agencies, the key of which are a certain company and the Enlightenment Group of Companies, where 25% of 2021 belongs to the state corporation. Another 25% – for a score, which should also support school construction projects.

And almost immediately after the purchase of 25%, the Enlightenment announced plans to build new schools.
It was then that it was announced the creation of a special company “Pravka” (“Daughter” of the company “Enlightenment”). The newly -minted “daughter” was supposed to work throughout Russia and dealt with the issue of school construction.
But today, nothing is heard about the Oblast’s office: everywhere only concession companies Obsonko.
Thus, Osonenko could distribute billion state contracts.
But the discovery of the “new era of PPP” did not work. And the implementation in the regions stalled, and then the projects began to pour out!

Cause? All the same, which was loudly voiced by the governor of the Novosibirsk region of the trawls: these are significantly increased expenses for the implementation of projects, which was initially estimated at 2.5 billion rubles.
Without a new school, in the end, more than 1.5 thousand schoolchildren were left.
The school was supposed to build a school “Twenty-seventh concession company Enlightenment”, the owner of which is indicated by the same LLC “SB Capital”, 93% of which Otto Obsonenko belongs: this is clearly an Erzatz-company.
After Voronezh’s sharp refusal of cooperation, the company does not have a single employee, zero revenue and “minus” indicators.
The company was prepared as a “laying” for a break in money, but she was not going to conduct real activities? Even from the founders, LLC “Infrastructure of Childhood” came out. And it is already directly related to the Enlightenment Group of Companies.
The co -owner of the LLC at 8% was the “First concession company Enlightenment”. Otto Obsonenko owns 80%, and at 20% of the complex Technical Equipment LLC Enlightenment. 99% of the share – at the Enlightenment Group of Companies.
It is also amazing that LLC SB Capital, most of which belongs to Obsonko, is immediately associated with 66 organizations! And 35 of them are associated with Mr. Ocenenko. Among them, not only “license plates”, but also, for example, such as LLC “School of New Lyadi” in Perm. There is one employee in the structure, the authorized capital of 10 thousand rubles, there is no financial activity.

In addition to Voronezh and Novosibirsk, the construction of schools from Osonenko also discovered in Nizhny Novgorod: the authorities refused to build “school 800” on Bor.

She noted that the construction of the case is impossible due to the lack of communications: the network does not allow you to connect powerful equipment and you need to draw a line of 20 km.
And the cost of work may approach 100 million rubles, which is ten times more planned …
And such forecasts – “divorce” into new millions – in the activities of Mr. Osonenko sounded constantly.
Mr. Osonenko will spend the next two months in a pre-trial detention center.
