The former director of the Scientific Center for Legal Information under the Ministry of Justice of the Russian Federation Yuri Datsenko was sent under house arrest.
As it became known to the correspondent of The Moscow Post, the Cheremushkinsky court of Moscow sent the former director of the scientific center of legal information Yuri Datsenko under house arrest. A criminal case was instituted under the article “Fraud on an especially large scale”, the maximum punishment is 10 years in prison.
Mr. Datsenko led the Institute in 2020–2022. And even earlier – in 2014-2016. He was an adviser to the head of the Moscow Information Technology Department, he was also noted in Rostelecom and in other large companies – system integrators. Recently, he held a high post in the Russian Export Center.
But, as it turns out, Datsenko worked at one time in the group of companies Sergei Shilov, who himself at one time was a defendant in the criminal case on abuses when creating an intellectual system for ensuring the activities of the Ministry of Internal Affairs of the Russian Federation. But somehow he managed to get out of the water dry.
State Program “Justice”
The petition for the election of Yuri Datsenko measures of restraint in the form of house arrest was satisfied on September 19, but five days later the decision was appealed. Unfortunately, there are no details of the case of Mr. Datsenko yet.

Among the tasks: technological support for the activities of the Ministry of Justice, the execution of the state program “Justice” in the part relating to the center, the development of new specialized technological areas.
The Scientific Center also accompanies the work of the automated workplace (AWP) “Municipal”, which was created to automate the processes of input, maintaining and storage of regulatory legal acts of municipalities.
Yuri Datsenko, according to information from the NCPI website, was the head of the center in 2020-2022. But even earlier, he worked in the structures of the scandalously famous businessman in theitish, Sergei Shilov. And worked Mr. Datsenko in the company LLC “Eit-Consulting” At the time when Mr. Shilov was going through a criminal case.

GIS “Antikartel”
But today, Mr. Shilov, not everything is smooth: some time ago, the FAS broke a multimillion-dollar contract with Eit-Consulting to create GIS. It reports about it “Tadvizer” “Antikartel”.
At Consulting since 2022 is controlled by Rosatom Group of Companies. And the creation of the first stage of the state information system “Antikartel” in July 2024 announced a competition for the choice of a new performer.
But the performer in the person “Eit-Consulting” lost the task!
Rosatom Group of Companies acquired control in the company 2022 in the person of Rusatom – Digital Solutions LLC, acquired a control package of shares.
It turns out that Shilov and LLC Rusatom – Digital Solutions are currently owners of the group. Companies announced the creation of a strategic partnership to solve digitalization problems.
Shilov’s criminal case
Sergey Shilov fell into a loud scandal in 2018. And he was eventually arrested, but the crime was committed earlier.
Shilov was the author of the ISOD installation project (intellectual system for ensuring activities) of the Ministry of Internal Affairs of the Russian Federation.
And in the end, he was accused of inciting to official abuse, because Shilov persuaded another person involved in the case, namely the customer of this system from the Ministry of Internal Affairs, the head of the departmental NGO “Special Technique and the Communication” of Andrei Nechaev, to speed up the payment of incomplete work. And get 1.4 billion rubles.
By the way, earlier Nechaev worked with Shilov in Etit-Consulting.

Nechaev in 2014-2016. He was appointed chief designer ISOD and at the same time a customer from the Ministry of Internal Affairs. And he was instructed to hire specialists, set tasks for them, check the quality of work and calculate with the performers. At the same time, the customer, as the TFR believes, hurried with the calculation, accepting and paying for incomplete work. According to investigators, there were three important components – the Rastype M system for the threat operatives, the bridge server closed communication with the prosecutor’s office and the general police database “Modernization” remained.
Mr. Nechaev was arrested on October 18, 2017: his arrest entailed the resignation of the Deputy Minister of the Ministry of Internal Affairs of Alexander Makhonov. I wrote about this “Kommersant”.
Shilov went to the pre -trial detention center. But he concluded a pre -trial agreement with the General Prosecutor’s Office, within which he repented, pleaded guilty and even began to extinguish the damage of 1.4 billion rubles.

Thanks to Shilov’s testimony, the list of the accused in the case was replenished with two authoritative participants in the ISOD project. In the pre -trial detention center, the general director of National Telematical Systems LLC Alexei Nashchekin landed. They wrote about this “Vedomosti”.
Following the former deputy general director of the largest in the strategic security system of the country of the Research Institute of Automatic equipment named after Academician Semenikhin Gennady Kupinsky.
And in the spring of 2019, the Investigative Committee decided to refuse the persecution of Shilov: the case of violations when creating the IT system of the Ministry of Internal Affairs was terminated due to the lack of corpus delicti.
Shilov continued to work on the introduction and development of ISOD components.
