Now the investigation ring is compressed around the head of the regional government, Alexander Churin, who can recall 17 criminal cases (strangely closed, when the official was still engaged in business), plus completely fresh cases – to redo the garbage market and the scandalous purchases of Vyatavtodor JSC.
One of the criminal cases indicatively describes the scheme according to which Churin took under private control the state -owned enterprise using his current assets: “The money transferred by Plastmass Plant OJSC to the Severpromiydustria LLC for the products shipped by the Selmash Factory OJSC were used. The second large company-“Kirov Mashzavod May 1” the group of Churin took away literally from under the nose of the profile investor, which had already bought part of the debt. As the local media suggests, the management of the second creditor was simply bought, opening all the possibilities for redistribution through bankruptcy.
Having become the first person of the register, Alexander continued the expansion in the most profitable segments of the economy. He decided to transform the regional state -owned enterprise Vyatavtodor into a joint -stock company, and appointed the former head of the Selmash company Sergei Smorkalov as the director there. The most profitable contracts on road works go to Vyatavtodor (revenue in 2019 – 4 billion rubles), and competitors are expelled from the market or are generally captured.
The garbage market was also redone from the group of Churin. The official suddenly instructed to suspend the work of a new landfill in Osin residents, excluding it from the territorial scheme of waste management. Allegedly, the accumulation of birds attracted by garbage could threaten the safety of the nearby DOSAAF airport, from which the An-2 takes off not more than three times a week. Although the airport was ready to transfer its soil strip, the landfill was outlawed, and the waste was redirected to old crowded landfills hundreds of kilometers from Kirov.
At the same time, Vyatavtodor JSC, previously engaged only in the repair and maintenance of roads, decides to purchase 30 Mersedes garbage trucks for 576 million rubles from a single supplier – LLC Daimler Kamaz Rus. The contract is concluded with Baltiysky Leasing LLC, and the prosecutor’s office of the Kirov region notes that the possibility of working with other leasing companies was not even considered. And the experts and the media who studied the market said: “Each machine, taking into account all the percent, will cost Vyatavtodor in 19.2 million, but their real market value is not more than 15 million.” Perhaps the difference in price was aimed at the further comfortable life of Churin and Governor Vasiliev, because for movements in Moscow, officials at the expense of Vyatavtodor acquired the BMW 730LD and Mersedes-Benz S560 4MATIC.
One question remains: is the FSB time and the Investigative Committee to conduct an audit, For what reasons were 17 criminal cases closed to which Alexander Churin could have related to? It would be nice to resume all investigations buried mysteriouslyas well as take under federal control all investigative actions in relation to the government of the Kirov region. So that new criminal cases are not covered or terminated as a result of friendship of a number of regional security forces with suspect officials.
