At the request of the investigation against the former director of the Department of Architecture and Urban Planning of the Sochi administration and his 50-year-old acquaintance, the court chose a preventive measure in the form of detention. Depending on the role of each, men were charged with receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation) and mediation in bribery (part 4 of article 291.1 of the Criminal Code of the Russian Federation).

According to the investigation, in the fall of 2020, the general director of the construction organization informed a 50-year-old man about his intention to build an apartment on his land in the Adler district of Sochi. The person involved the interlocutor for a bribe in the amount of 75 million rubles, which was intended for the director of the Department of Architecture and Urban Planning, to speed up the execution and issuance of permits necessary for construction. In case of refusal, the man was promised to create conditions under which the construction of the complex will become impossible. The director of the construction organization agreed and at the request of the intermediary in November-December 2020 transferred him part of the required amount of 3 million 750 thousand rubles. Meanwhile, the man, realizing that the actions of the defendants are unlocked in nature, filed a corresponding statement to law enforcement agencies. On the evening of April 30, 2021, during a meeting in one of the cafes of the city of Sochi, the applicant handed over the second part of the required bribe of 20 million rubles to the official and his acquaintance. After that, the illegal actions of the attackers were suppressed by operational employees of the OEBIPK of the Internal Affairs Directorate of Sochi.
