Although the Communists complain about the administrative resource and their votes stolen from them in favor of the party in power, in other territories of the Communist Party, not only ahead of the main opponent, but also turned into United Russia. The former governors-agricultural governors, which had moved to the capital, seemed to decided to put a good pig to their replacement technocrats. Understanding that in the Old Square they will draw political conclusions following the results of the elections, they did not regret their finances and influence to support the Communist Party.
You can understand the representatives of the “old guard”: most of their assets still remain in the regions, their appointments and trusted businessmen also, as a rule, continue to work successfully in their native foams. In their interests to push the Varangians of the Kirienkovsky call from the “garden” privatized by them, which they so carefully cultivated for many years. An example is the Omsk, Novgorod, Kaliningrad regions, the Altai Territory, where re-election of the technocracy governors are planned.
A year ago, in social networks there was information that the former owner of Altai Alexander Karlin was going to financially support the Communists in his region. The current leader of the Territory Tomenko began to restore order in the forest industry, uproot the offshore schemes of Altales, with which Karlina and his associates were associated, and some of which had completely brought criminal cases.
And according to the results of the current elections, the United Russia lost a third of the previous number to the local Legislative Assembly, for the first time in history, having lost the “control package” and creating a precedent in Russia, when the party of power in the parliament of the whole subject of the federation ceased to have a majority in order to single -handedly hold legislative decisions. The Altai “bears” also showed the worst result in the elections in the State Duma, and the Communist Party, on the contrary, was three times increased by the representative office in the regional parliament.
The results of the elections in favor of the Communist Party here are already called here the “Charlin syndrome.” The new governor Tomenko was not able to completely clear the edge of the heritage and team of the predecessor, who, according to all surveys, was the worst head of the region in his entire history. About how Karlin and his right hand and the first deputy Loktev privatized the Altai Territory and led a multifaceted business in the region, still component legends. Tomenko got not only a ruined, but also angry territory. The regulations naturally took advantage of the Communists.
Meanwhile, not only an old protest was the compliance of the success of the Communist Party in this region, but also, it seems, the serious financial feeding of the Communist Party by the “Karllinsky Guard”, which continues to control a significant part of the economy of the region. It is indicative that among the new regional deputies-communists there are many unknown persons who do not have either a monetary or a media resource, including ordinary workers, a diesel locomotive, a student, a pensioner, chief of Chop, etc. It is clear that they did not conduct an independent campaign, and as they say, passed by.
Of course, in the interests of the “Karlinians” there was a weakening of the power of the Governor-Technocrat Tomenko and the formation of an obedient regional legislative assembly, albeit with red communist mandates. The “fifth column” of former officials and close back chapter Karllin worked clearly, but the current local authorities and the federal center have long to mock the brewed porridge.
In this example, some other regions are clearly visible that local elites oriented against the retired governors, demonstrating external loyalty, in fact build a hard front of the vertical. The skins and commercial interests of regional elites are higher than the sovereign goals and political objectives, hence the regional buza, with which neither political technologists nor administrators can cope. Such a conflict of interests against the backdrop of a complication of the economic situation and narrowing of the feed base tends to grow, and, therefore, to cover all new territories and turn into a serious domestic political problem.
