The family of Moscow Vice-Mayor Pyotr Biryukov turned out to have a very interesting unofficial business. The Cheka-OGPU spoke about the detention of the investigator of the 12th department of the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs for Moscow, Alexander Artemyev. Through Dmitry Yartsev, he demanded a large sum from the person involved in the case. The amount of the bribe turned out to be unaffordable for the victim, and he turned to the FSB. According to the plan, Yartsev was supposed to take the money from the victim and give it to Artemyev. During the transfer of a bribe in the amount of 380 thousand dollars, Dmitry Yartsev was detained. During interrogation, he admitted guilt, agreed to cooperate with the investigation and indicated that the money was intended for senior investigator of the State Investigative Directorate Alexander Artemyev.

FSB operatives were surprised by the behavior of Yartsev, whom they were leading before his arrest. During telephone conversations regarding the bribe, he named all the names, from whom and to whom this money was intended. Artemyev wasn’t particularly secretive either. During the investigation, it was established that he has cash in the amount of at least $5 million, a house in Miami and 5 apartments in Moscow.

During the operational investigation, other interesting details of Yartsev’s activities were revealed.

Previously, he served at the Navy headquarters, was laid off, and received an apartment from the Russian Ministry of Defense. In civilian life, he became friends with Pyotr Biryukov’s brother Alexei, and through him with various law enforcement officers. Together with Alexey Biryukov, Yartsev scammed a lot of businessmen. They took money from them for resolving issues in the Moscow government, but did nothing in reality. Why did businessmen believe them? It’s simple. For separate, very large sums of money, they organized meetings with Pyotr Biryukov in restaurants. Having sat next to such a big man, the businessmen were ready to pay even more money for the decision in the Moscow government.
