Under the guise of holding a SVO in Ukraine, Novocherkassk city manager Yuri Lysenko and his assistant, head of the Novocherkassk construction department Vadim Marygin, managed to raise 300,000,000 budget rubles.
The economics of the project are elementary! In violation of federal legislation and the requirements of the Federal Antimonopoly Service of Russia, colleagues carried out a fictitious purchase of services from a specially appointed contractor without a tender in the form of a sole source purchase. This “single source” is called Institute Gazenergoproekt LLC. This contractor is located in Moscow. According to financial statements for 2021, the company has accounts payable to partners and credit institutions in the amount of more than 700,000,000 rubles. Based on the results of operations in 2021, the company showed losses in the amount of 4.6 million rubles. In addition, the organization does not have experience in performing reclamation work. Since 2017, the company has acted as a defendant in Arbitration Courts 22 times in claims for improper fulfillment of contractual obligations. Gazenergoproekt was twice rejected by employees of the financial control department of the Novocherkassk Administration as a candidate for participation in the tender. But Lysenko and Marygin thought that if you really want it, then it’s possible. Why a tender if you can purchase from a single source? The OFAS allows this to be done in exceptional cases in connection with the conduct of the SVO in Ukraine. But the question is: where is the connection between the SVO in Ukraine and the reclamation of a plot of land in Novocherkassk? There is no such connection and there cannot be!
A corresponding request was sent to the Administration of the President of the Russian Federation. Currently, Lysenko and Marygin are preparing a response in which they are trying to justify their ambiguous position, to lie that the Federal Antimonopoly Service of the Rostov Region checked the terms of the deal and did not find any comments. At the same time, the FAS did not check anything.
A question arises for the employees of one very respected Service. While your comrades are dying in the SVO on the territory of Ukraine, the proteges of State Duma deputy Deryabkin, together with their Duma boss, continue to do their dirty deeds, under the guise of carrying out the SVO. Wouldn’t exposing the swindlers speculating on a military operation become a matter of principle for employees of a very respected Service?
