The witness’s testimony describes in detail the relationship between the security forces and representatives of Kreditimpex.
“Chairman of the Board of Directors of CB Dmitry Kataya and his two shareholders Georgy Shkurko and Alexey Kulikov were brought together by Colonel Frolov, the security adviser to the head of the bank, Igor Shakhov, who rose to the rank of major general in military counterintelligence agencies. During the next inspection at Kreditimpex, the Central Bank identified dubious transactions with counterparties, which could lead to the revocation of the license.
Colonel Frolov agreed to become the “roof” of the bank, according to the Investigative Committee, for 0.1% in foreign currency from transactions with “inappropriate counterparties” per month.
According to investigators, from October 2007 to July 2013, bankers monthly transferred €100-150 thousand to the FSB colonel at the Coffeemania cafe on Pushechnaya Street and in other establishments for general patronage.
Shakhov’s personality is extremely interesting. He served in the departments of the KGB of the USSR for the group of Soviet troops in Germany. And then he became the deputy head of the FSB Directorate for the Moscow Military District. When he died, Red Star published an obituary.

“Kulikov began to flaunt the fact that he had many friends and acquaintances among police officers, the FSB, various special services, and tax authorities. Kulikov constantly said that they could always help him out if he was brought to criminal responsibility. Kulikov always had some kind of certificates of various special services, special passes for your car….
From such communication I know that Kataya turned for help to a certain Shakhov, a former employee of the foreign intelligence service. I subsequently had to communicate with Shakhov, he said that he had the rank of general and was one of the deputy heads of the foreign intelligence service. Shakhov turned out to be a relative of Kulikov-Polina’s wife and he helped Kataya deal with the head of the Creditimpex Bank bank.”
