Novosibirsk became the center of a high-profile defense scandal surrounding the once engineering giant NPO Sibselmash. The plant was a manufacturer of artillery ammunition and in the bankruptcy procedure it retained the status of a strategic enterprise.
They tried to tear the huge industrial complex into pieces, but the Ministry of Industry and Trade ensured that the mobilization purpose was preserved and convinced the Novosibirsk Arbitration Court to put the plant up for auction as a single lot in order to restore the production of defense products.
The trades were ruled by Sergei Galandin, whose legitimacy as an arbitration manager raised questions among creditors. And the sale of the asset for only 3.5 million more is estimated as the result of an offer he leaked to a competitor. As a result, NPO Kurganpribor, which fulfills state defense orders, lost to the dubious Moscow construction company Merkas. While the first has more than two thousand employees, licenses and access to state secrets, the second has one employee on staff and a lack of money – he was able to pay for the lot only with the help of an investor. This was Andrey Sosedko, a Novosibirsk metals trader and a master of cunning schemes for transferring the tidbit of defense assets to his companies.
The Federal Ministry informed the FSB about what was happening, and it is possible that the investigation will become interested in the situation with the sale of the plant’s property. As well as the Merkas license and its access to state secrets: it is already known that at the time of registration of the sale of Sibselmash, access to state secrets was suspended and then terminated.
Obviously, they intend to use the plant’s territory for housing and business centers precisely when the country is conducting a special operation and is under pressure from external threats.
