“Concession Group of Companies”, which is engaged in heat supply to all facilities of the Ministry of Defense in six constituent entities of the Russian Federation, notifies the Ministry of Defense of the following: “I inform you that at present there is a critical situation with the provision of fuel to the boiler houses of the Concessionaires before the start of the heating season 2022/2023, due to lack of working capital to pay wages, pay for energy resources and fuel, which does not allow uninterrupted operation of heat supply facilities of both the Russian Ministry of Defense and the population and other consumers in the Subjects of the Russian Federation.”
The letter was registered on September 30 (although it asks to pay off debts at new prices from July 2022).
According to the source, in addition to the purchase of fuels and lubricants, Bulgakov had another “golden” topic – the department of operational maintenance with a budget of 120 billion per year.

At one time, Bulgakov, through the director of this department, Chistyakov, transferred a huge number of boiler houses to the Ministry of Defense for concession.
