And only a limited number of people can be a notary in each locality: in each subject, the leadership of the local Notary Chamber, at its discretion, determines the number of notarial districts.
This is the same if in a certain city there were a strictly defined number of lawyers, for example, two. It is clear that they would raise prices, in the complete absence of service. It would never occur to anyone to do this with the legal profession, but with the notary office it is possible. That is, notaries do not need to promote themselves on the market, there is no need to be entrepreneurial, since people are guaranteed to come. To become a notary in a certain locality you need to win a competition. You can probably guess what this competition is like. The competition procedure does not contain clear and verifiable criteria for how the winner is determined. In general, twist and turn as you want.
