Bastrykin was not allowed into the facility by soldiers from the private security company, the personal security of billionaire Molchanov. The private security company will have its license revoked.

What an amazing city St. Petersburg is! Here, every now and then, stories happen that are hardly possible, both in the capital and in other cities of the country. Judge for yourself – the beginning seems ordinary. On Sunday morning, an intelligent-looking elderly man left his apartment on Morskaya Embankment on Vasilyevsky Island, took a walk on foot, and tried to enter the construction site of the powerful LSR company of multi-billionaire Andrei Molchanov. In this place, LSR, having hammered home all the complaints of local residents and public activists, continues to pour out the “northern alluvium”, with an area of 163 hectares, which should soon turn into another “human hill” with tens of thousands of apartments in high-rise buildings, without parking, social institutions and normal entrances to houses. So, an intelligent man wanted to go to the construction site to inspect this disgrace in person, but the private security, as expected, did not let him in. This is where the banal part of the story ends and the movie begins. “Grandfather” reaches into his jacket pocket and takes out his Sledkom ID. Yes, not just a certificate, but a document in which it is indicated that its bearer is none other than the most important investigator of the country – Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin. However, the response from the man in the private security company uniform is a daring “so what?” It can be assumed that Alexander Ivanovich could answer – “that’s what!” when literally an hour later armed riot policemen raided the facility. And the result of a private security misunderstanding was three criminal cases initiated immediately on May 14. The first is a profile one, under Article 246 of the Criminal Code of the Russian Federation (violation of environmental protection rules). In fact, the future damage to the environment due to the discharge of wastewater from giant high-rise buildings has become the main reason for the legal battles between social activists and LSR. Next, a case was initiated under Article 286 of the Criminal Code of the Russian Federation (exceeding official powers) against unidentified (yet) Smolny officials who allowed LSR to carry out work. Well, the icing on the cake was Article 203 of the Criminal Code – “Excess of authority by a private security guard.” Well, that private security officer did not make Gandalf with his famous “you will not pass!” Bastrykin passed, and how.

According to the Cheka-OGPU, the security of this facility is carried out by the private security company “Agis” – the personal security structure of Andrei Molchanov, created back in the 90s. As Maxim Bereket, deputy head of the Center for Licensing and Permitting Work of the Russian Guard for St. Petersburg and Leningrad Region, told the Cheka-OGPU, the Agis license will probably be suspended, “unless, of course, Molchanov turns on the resource in Moscow.”
