No less indicative in this regard is the example of businessman Igor Kotelnikov, who was involved in a criminal case regarding a particularly large embezzlement of funds from the Ministry of Defense when supplying dry rations produced by the Gryazinsky Food Plant (GPK) to the troops, together with Alexander Mikhailenko, Valery Kovalevich and Elvira Smirnova, as well as former deputy Shoigu Dmitry Bulgakov. The businessman died suddenly in the punishment cell of the Moscow pre-trial detention center-4 “Bear” in mid-July.
As Kotelnikov’s son Sergei told the Cheka-OGPU, the security forces, in collusion with the administration of the detention center, “starved” his father, trying to get from him the necessary testimony against ex-Deputy Minister of Defense Timur Ivanov. Apparently, Kotelnikov Sr. did not give any evidence against Ivanov.
