The elite is still excited by the news about the “departure” of the General Director of the Moscow Renovation Fund, Anatoly Konstantinov. The Renovation Fund is Khusnullin’s brainchild and hundreds of billions of budget rubles are pumped through it. Konstantinov quietly “left”, and in his place Khusnullin installed his own man, the new distributor and plunderer of Moscow’s budget funds – Maxim Stepanov. According to a source from the -OGPU, the most discussed versions of Konstantinov’s retirement are now as follows:

1) Delays in the commissioning of housing under the renovation program due to regular and repeated extensions of the deadline for completing construction and installation work (CEM) and commissioning of housing. The terms of contracts for construction and installation work provide for decent penalties for failure to complete contracts, but instead of applying penalties, Konstantinov A.V. extended the deadline for completing construction and installation work without compensation for far-fetched reasons. The constant delay in housing commissioning was painful for the management of the Moscow construction complex and personally for S.S. Sobyanin. Rumor has it that Konstantinov A.V. there was even a standard tariff for extending the construction and installation work contract without penalties for everyone except Kosovan A.D. (for free).

2) Receipt by supervisory authorities of information that some employees of the Moscow Construction Department are simultaneously registered and receive wages in the Moscow Renovation Fund. This situation is, to put it mildly, puzzling, but is commonplace in Moscow. Apparently someone at higher authorities is tired of enduring the circumstances of civil servants receiving wages in two budget organizations at once.

3) Conflict of interest caused by the work of Denis Anatolyevich Konstantinov (son of A.V. Konstantinov) in the State Construction Supervision Committee of the city of Moscow. The father builds, and the son accepts and issues permits for commissioning (the main document for commissioning the facility). This is how, probably, on a weekend spent together, eating barbecue at the dacha, the two of us decided what to introduce and what to hold off on for now. Is it worth mentioning that with this approach, the quality of construction suffers + it is possible to neutralize the effect of first deliberately prolonged and then extended terms of construction and installation work contracts and formalize the commissioning of housing at lightning speed. Even if the construction and installation work was delayed or not completed at all, you can simply write to your son in messenger the required address of the construction site and receive permission to enter it.
