As the Cheka-OGPU learned, the Main Investigation Department of the Investigative Committee petitioned to extend the arrest of the former director of the Moscow Department of Culture, Alexander Kibovsky, accused of bribery and attempted fraud. The Zamoskvoretsky District Court of the capital will consider the investigation’s petition on September 12 at 14:00. The term of arrest of Kibovsky, placed in a pre-trial detention center on July 17, expires on September 16.
As the Cheka-OGPU previously reported, the ex-official, according to his lawyer, is “actively assisting the investigation.” The defense insisted on his transfer to house arrest, but the Moscow City Court upheld the decision of the Zamoskvoretsky court to place Kibovsky in custody. From the pre-trial detention center, he turned to the chairman of the Investigative Committee, Alexander Bastrykin, with a request to facilitate his sending to war on the territory of Ukraine.
The damage to the Moscow budget from the fraudulent scheme, in which, according to investigators, the former director of the capital’s culture department participated, amounted to about 38 million rubles. The criminal scheme involved the supply of furniture and interior design at an inflated price to the Moscow State Budgetary Institution “OKTs” under government contracts with the Department of Culture.
