If this desire is realized, the following balance of power will arise – the head of the Ministry of Internal Affairs, Iogan, controls the law enforcement sphere, and his friend Serebryakov climbs into the municipal government and controls land and commercial issues. Thus, the real organized criminal community of werewolves in uniform is expanding its sphere of influence so far only in one municipal area.
