The same French press reported that the decision in the Durov case was made in consultation with several other EU member governments. And a former employee of the General Directorate of Internal Security (DGSI, an analogue of the Russian FSB) told the American newspaper WSJ that “France has been trying to compromise Telegram for a long time.” Here, consultations with US services are not far away. Thus, the lack of control of the government, which is also currently in technical retirement, and the uncoordinated action of the security forces is questionable.
Reports from an Agence France-Presse source about Durov’s arrival in Paris to meet with Macron and his request to warn billionaire Xavier Niel, who is close to the French President, about his detention look like the work of protecting the owner of Telegram and certain hints to a narrow circle of people. Again, in the public space, the main state actor in the Durov case is the president. Emmanuel Macron was the first official to comment on the detention of the founder of Telegram, and he is the only official, with the exception of the subsequent two press releases from the prosecutor’s office, who continues to make detailed statements.
All of the above gives reason to assume that the detention of Pavlo Durov was a consequence of the resentment of the French President, who courted the owner of Telegram, gave him a passport, and in response received only a commendable message about “enthusiasm for the political changes associated with the election of President Macron in 2017.” The French president’s touchiness was called the reason for the dissolution of the National Assembly of Parliament, which he carried out without even warning the head of his government, and all because of the lost elections to the European Parliament. In other words, it’s a matter of personalities, not a platform. Otherwise, the French authorities and regulators would have had claims directly against the Telegram legal entity and would have tried to hold the platform accountable through fines and other sanctions. Resentment, this is the best option not only for Pavel Durov. After all, if it’s all about precedent, then others will follow. Or without consequence they will become more accommodating.
