The -OGPU managed to find an obvious corruption connection between the ex-Deputy Minister of Defense , who was arrested today, and pocket contractors from the Ministry of Emergency Situations and the Ministry of Defense, who also worked in the Patriot Park.

One of them is Ilya Lazutkin, the founder of Spetstekhnologii LLC. According to leaks, he owns a Mercedes SUV, which was used by members of General Popov’s family. A man with the initials PVP (possibly the son of the former deputy minister Valentin) was driving around in a car worth several million rubles with the license plate “SMM”, and the insurance was taken out for the general’s wife Larisa Popova. In various data leaks, you can find at least two policies for this car with the name of the wife of the then deputy minister in the period from 2021 to 2023.

The owner of the Mercedes, who kindly provided the car to the general, was previously among the founders of the Glavstroy company, where he was a partner of BSP OJSC. This joint-stock company is the Bamstroyput company, which consistently received contracts worth hundreds of millions of rubles, first from the Ministry of Emergency Situations, and with the transition of and his team to a new field, to the Ministry of Defense. Including, the company has the second largest contract in its portfolio for design work and construction of a parking lot in Patriot Park.

In a telephone conversation with the Cheka-OGPU, Ilya Lazutkin was clearly nervous; according to him, he does not appear in the “Patriot Park” case. However, he did not deny the connection with Pavel Popov. His security service reported to him very little information about the arrest of the patron: “He does not admit guilt, he did not give evidence.” In response to clarifying questions, the interlocutor recommended inquiring about the state of affairs from the owner of “Bamstroyput” Anton Abdurakhmanov, who is exactly familiar with the situation from the inside.
