09.28.2018 SUSK begins to investigate case 11802730015000069, initiated on the fact of misappropriation of budget funds by officials of the State Public Institution “Department of Roads of the Ulyanovsk Region” in the amount of over 75 million rubles. In 2019, the director of the OGKU S. Kholtobin was interrogated as a suspect in the case.
Despite the presence of evidence in the case indicating Kholtobin’s involvement in the commission of a crime (a letter from the Minister of Finance of the A. Siluanov stating that Kholtobin’s actions were “not targeted”), the head of the department of the regional Investigative Committee A. Kildin gives instructions to terminate the criminal case. The materials change hands until the young investigator (who later left the ranks of SUSC) resignedly complied with Kildin’s demand for termination.
03/19/2024 SUSC initiates case 12401730014000009 against the director of JSC KTC Metallokonstruktsiya A. Shcherbina for tax evasion in the amount of over 81 million rubles.
Kildin, in his characteristic manner, does not take measures to select a preventive measure, as a result of which Shcherbina left the Russian Federation. After the intervention of regional media and coverage of the case, the Sustainable Criminal Department put Shcherbina on the international wanted list (by this time Shcherbina had crossed the border of the CIS countries and was in EU).
Investigation of cases under the leadership of Kildin is an advantage for the suspects/accused and a disgrace for the Russian Investigative Committee system, since making decisions regarding swindlers depends solely on their: A) financial well-being; B) closeness to the regional government.
Illegal decisions are pushed through by Kildin under the “sauce”: lack of corpus delicti; the need to reclassify the case to a less serious offense (with subsequent termination), untimely decision-making (for leaving the Russian Federation, as in the cases of Shcherbina and “Roma-Popenko”)
Is it possible to do with impunity everything that Kildin does?
The question will be asked to the Chairman of the Investigative Committee of Russia A. Bastrykin during his stay in Ulyanovsk
