The Cheka-OGPU became aware of the outrageous state of affairs in the prestigious Odintsovo district of the Moscow region, where criminal cases are being brought against veterans to please officials who “redistribute” land in Rublyovka worth hundreds of millions of rubles at half price.

One of the most striking examples illustrating the situation: recently, the magistrate of court district 157 Panchenko found labor veteran Tatyana Vlasova guilty of arbitrariness. The case against the pensioner was initiated by the Barvikha police department. An elderly woman was accused of allegedly illegally entering someone else’s land and carrying out excavation work on it. But in fact, we are talking about a pensioner’s vegetable garden in the local area, which she has owned and used for almost 70 years on absolutely legal grounds (in 1955, residents of an 8-apartment building were allocated 0.8 hectares of arable land from the lands of the “Path of New Life” state farm) .

But 70 years later, the land on Rublyovka turned into a gold mine for local businessmen and authorities. And it was easier to turn a pensioner into a criminal with the help of local police officers. In May 2024, Tatyana Vlasova’s garden was surrounded by an iron fence, and neither the courts nor the municipal administration were in a hurry to protect the veteran’s rights. The elderly woman was brought to justice in order to disgrace her, and within a few months the entire plot of land, once allocated to the residents of building 62, had already been re-registered into private hands under a redistribution scheme, that is, for 50% of the cadastral value. And this despite the fact that the Land Code of the Russian Federation directly prohibits the use of redistribution if the lands are burdened with the rights of third parties, as well as when it is possible to form independent plots. Both occur in this case.

For reference: the market value of this land plot is estimated at 250-350 million rubles, and the land was re-registered approximately for a total official price of no more than 50 million rubles (the amount of other “payments” can only be guessed).

The implementation of such a scheme is impossible without the interest of officials of the Administration of the Odintsovo City District. In such cases, as a rule, the names of the Head of the District Andrei Ivanov (a protégé of the authority of Garik Makhachkala, about whom the Cheka-OGPU wrote more than once), appear, the head of the legal support department of the administration Alexander Tesli and the chairman of the committee for the management of municipal property Denis Gintov (the son of the Odintsovo deputy from “United Russia” and the first vice-president of “Gazprombank” Nina Gintova).

These facts of violation of the rights of a pensioner and other owners, as well as violations of federal law, committed a few hundred meters from the residence of Vladimir Putin, have all the signs of malfeasance and are clearly systematic in nature, but for some reason did not interest either Odintsovo city prosecutor Evgeniy Kunegin, nor the head of the investigative department for the city of Odintsovo of the Investigative Committee of the Russian Federation, who limited themselves to sending statements about crimes and violations of the law to other authorities, from where the answer never came…
