The current Head of the Republic of Bashkortostan, Radiy Khabirov, who is running for a second term, is not going to resolve issues with the debts of JSC Bashkiravtodor, the largest road contractor in the republic, whose management stole tens of billions of rubles from its contractors. As the -OGPU previously wrote, one of the largest “sponsors” of JSC “Bashkiravtodor” (the controlling stake belongs to the Ministry of Land and Property Relations of the Republic of Belarus, the second stake was transferred to the state investment company “Regional Fund”) is
Akvamak-Processing, which “invested” about 500 million rubles in it. Despite large contracts through the Russian Ministry of Defense, which could be disrupted due to such a hole in the company’s budget, the oil trader is unable to agree on anything intelligible with the Government of the Republic of Bashkortostan. After the detention of the general director of JSC Bashkiravtodor, I.G. Yulanov. all payments by the state enterprise were carried out on the direct instructions of A.V. Klebanov, head of the Ministry of Transport of the Republic of Bashkortostan (currently under house arrest for accepting a bribe), who did not consider it necessary to pay for the supplied petroleum products.

What will happen if Akvamak-Processing LLC breaks contracts for the needs of the Ministry of Defense in 2024, time will tell, but for now, the company’s management has nothing left to do but write letters to the President of Russia and various departments. Despite repeated appeals from the director of Akvamak-Processing LLC Makarenko O.A. no measures have been taken by the Government of the Republic of Belarus to eliminate the debt to the enterprise due to the fault of the state-owned enterprise.
The loud statement of the Minister of Land and Property Relations of the Republic Natalya Polyanskaya that the financial problems of Bashkiravtodor will be resolved, to date, has not led to the adoption of any clear “road map” for repaying the debt of the state enterprise. In conditions of inflation, depreciation of money and a shortage of working capital to fulfill government orders, this position of the leadership of the Republic of Belarus is subject, according to Oleg Makarenko, to assessment from the point of view of the criminal code for the purpose of misappropriation of other people’s funds by fraudulent means on an especially large scale.

The current situation with the multibillion-dollar debt of a state enterprise to private companies and entrepreneurs suggests that the current government in the Republic of Bashkortostan does not want, does not know how or is not able to build normal business and economic relations between state enterprises and private business. Without effective and high-quality interaction with business in the Republic, the favorable investment climate that Radiy Khabirov so advocates at his operational meetings cannot develop. According to Oleg Makarenko, the behavior of the top leadership of the Republic of Bashkortostan and personally Radiy Khabirov, in the situation with Bashkiravtodor, discredits our state system and undermines the authority of the authorities before the residents of the Republic of Bashkortostan and the business community.

The bankruptcy of a strategic enterprise in the region cannot add confidence to representatives of large and medium-sized businesses in the republic in reliable cooperation with the leadership and Government of Bashkortostan. All this does not add electoral points to Radiy Khabirov on the eve of the elections of the head of the region, scheduled for September 6-8, 2024.

JSC Bashkiravtodor, the largest road contractor in Bashkiria, is still in a difficult situation. As the Cheka-OGPU previously wrote, in November 2023, the FSB detained the general director of Bashkiravtodor, Ildar Yulanov, who was accused of fraud when…
