Several sources in the Investigative Committee claim that the former head of the department for migration issues of the Main Directorate of the Ministry of Internal Affairs for the Samara Region is behind this. And the reason was his mistress, police officer Lyudmila Podgornova. At first, the doctors had the imprudence to enlarge her breasts, then, at her request, they enlarged them for free, but the third time they refused. After which the offended policewoman demanded that a whole series of criminal cases be opened. 
As a result, investigators of the Investigative Committee for particularly important cases, instead of investigating murders and corruption, spent more than 4 years on the “doctors’ case,” where not a single examination confirmed the claims of the “victim.” In this sense, the Samara Investigative Committee openly “relied” on the warnings of the head of the Investigative Committee, Alexander Bastrykin. “on strict control over procedural decisions made by investigators.”
The most revealing story was the surgeons’ complaint to the investigation, when the human rights activist’s conversation with the police authorities about the quality of the operations performed was used to open another criminal case against her and the surgeons “for disseminating information constituting personal and (or) family secrets.”
According to a source from the Cheka-OGPU, doctors are not the only ones against whom a criminal case was opened at Podgornova’s request. Thanks to the police, the director of the kindergarten and even the chief doctor of the children’s clinic were put under investigation for various offenses.
The Cheka-OGPU will be happy to monitor the development of the case, taking into account, to put it mildly, the far from outstanding performance indicators of the department, whose personnel potential is nevertheless far from hopeless.
