As the Cheka-OGPU learned, military investigators opened a criminal case against the head of the capital construction department of the Baltic Fleet of the public law company “Military Construction Company” A.V. Shirinkin. and the head of the estimate group of this department, G.I. Chistyakova. on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation.

The investigation established that in 2021-2022. Shirinkin and his subordinate Chistyakova, having entered into a conspiracy with representatives of commercial firms engaged in construction, controlling the construction of the Kaliningrad Nakhimov Military School, as part of the execution of the state defense order, accepted and signed certificates of completion of work at inflated prices. In addition, it later became clear that most of the work that the military builders accepted was not carried out at all. The actions of Shirinkin and Chistyakova caused damage to the state in the amount of about 320 million rubles, both defendants were taken into custody.

As it became known, investigators are currently fully checking the progress and results of the work on the construction of the school, and therefore it is possible that new episodes and officials of the Russian Ministry of Defense, including from the Central Office, will appear in the case.
