As the Cheka-OGPU learned, in the criminal case of embezzlement of funds from the Ministry of Defense on an especially large scale against the ex-Deputy Minister of Defense, Army General Dmitry Bulgakov and the co-owners of the Gryazinsky Food Plant (GPK), whose interests he lobbied, we are talking about inflating prices for goods supplied by to two government contracts, individual food rations (IRP) in the amount of 9,115,406 pieces. These government contracts were concluded on December 27, 2021 and July 6, 2023 between the Ministry of Defense and Voentorg JSC.

According to the investigation, in the period from 2021 to 2023, employees of the Ministry of Defense created and headed an organized criminal group, which included the co-founders and members of the board of directors of the Civil Procedure Code Valery Kovalevich, Alexander Mikhailenko and Elvira Smirnova, as well as shareholders and co-founders of KonservPakLam LLC, LLC “GPK-Prodtara” and LLC “Bruno”, participating in providing military personnel of the Ministry of Defense of the IRP, distributing criminal roles between them.

Subsequently, using the concluded government contracts as formal grounds for putting forward allegedly legally based demands for the transfer of funds to the accounts of the above-mentioned commercial structures, the defendants, together with employees of the Ministry of Defense, submitted invoices and certificates of work performed to the military department in the period from 2022 to 2023. The documents contain deliberately false and untrue information regarding the quality of products and the cost of providing food services for the needs of the Ministry of Defense, which were obviously inflated for the accomplices and exceeded the actual costs of their acquisition.
