The Tverskoy Court of Moscow received a petition from the investigation to arrest the former general director of the public law Military Construction Company (PPK VSK) Andrei Belkov. He is charged with abuse of official powers in the implementation of a state defense order, which resulted in grave consequences (clause “b”, part 2 of article 285.4 of the Criminal Code of the Russian Federation). The maximum penalty under this article is from five to ten years in prison with deprivation of the right to hold certain positions or engage in certain activities for up to five years.

We are talking about a government contract dated August 9, 2019 for the supply, installation and commissioning of a tomograph during the reconstruction of the 9th treatment and diagnostic center of the Ministry of Defense on Komsomolsky Prospekt, commissioned by the Federal State Unitary Enterprise “Main Military Construction Directorate for Special Facilities”, which is expected to be transferred in 2021 VSK was headed by Belkov. At Belkov’s request, the executor of the contract for 121 million rubles was his friend with many children, Elena Lyakhovich, who was listed as the general director of Stroykhimproekt LLC. The actual cost of the tomograph was 76 million rubles.

The work of the VSK was supervised by former Deputy Minister of Defense Timur Ivanov, who was arrested on April 24 in a criminal case for accepting a bribe on an especially large scale. The Cheka-OGPU previously reported that military investigators had initiated a criminal case against officials of the branch “Construction Administration for the Central Military District” (hereinafter referred to as the branch “SU for the Central Military District”) on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (theft by fraud). According to investigators, over 200 million rubles were stolen during the implementation of the government contract.
