The family’s affairs went uphill, thanks to mutually beneficial connections with a number of top managers of the Bashneft company, which then still belonged to AFK Sistema.

And when Rosneft gained control over the Bashkir oil producers, the business of the Dilmiev family began to truly flourish. As if by magic, Neftegazstroy began to receive tenders in the Khanty-Mansiysk Okrug, where Rosneft subsidiaries to this day order the laying of utility networks at the fields from entrepreneurs from distant Neftekamsk. Thus, in 2023, the revenue of the Bashkir Neftegazstroy exceeded 11 billion rubles.

Rejoicing at the fabulous profits, in private conversations with less fortunate colleagues in Ufa, Comrade Dilmiev has not previously hidden the fact that he enjoys the direct support and patronage of a “major leader from Sechin’s entourage” plus one of the former top officials of Bashneft, who is now “everything in Moscow decides.” However, recently Nurihan completely lost his sense of reality – like an old woman from a fairy tale, who personally had a goldfish “on her errands” (aka “the real Igor Ivanovich”).

Since times are harsh now, and big respected people do not need an extra “shadow on the fence” (especially on such petty occasions), they are unlikely to spend a basket of sausage and other exclusive methods on Dilmiev. But delving into Neftegazstroy’s use of funds from the federal and regional budgets is a very promising topic. Judging by the state tenders won, the company continues to enjoy the deepest patronage of the Neftekamsk mayor’s office and even appeared in Ufa, where it participates in the construction of water pipelines as part of the national project “Housing and Urban Environment.” This is where there is scope for the work of control and supervisory authorities and intelligence services…
