In Kamchatka, during a recent bird-catching expedition organized by the Ministry of Natural Resources, for which permission was received to catch 15 birds (13 were caught and put on the balance sheet of the Russian Federation), its participants were attacked by local security forces. They beat and detained Shukhrat Razakov, who was the leader of the expedition. Moreover, he had all the permitting documents to carry out the capture. However, they did not convince the security forces, and therefore soon Razakov was charged in the amount of 33.6 million rubles – allegedly this is exactly the damage he caused to the Russian Federation with his actions. But the captured falcons are on the balance sheet of the Russian Federation, and therefore no damage was caused.

Similar expeditions by the Ministry of Natural Resources have been taking place since 2012, but previously they have not caused such a reaction from the security forces. Therefore, it is likely that the fight is with Razakov, since he has close relations with the Arab world. Shukhrat Razakov worked as the general director of the Russian-Kyrgyz falcon center “Muras”, which is based in Issyk-Kul. And in 2022, a Falcon Center was created in Russia, which, according to the instructions of the President of the Russian Federation, was supposed to help the reproduction of birds, as well as legalize the international falcon market – it was also headed by Razakov. And for some time everything went well – a couple of years ago Razakov, for example, even agreed with the Emir of Dubai Mohammed ibn Rashid Al Maktoum to close the falcon nursery in Munich and export the broodstock of falcons (over 100 most valuable birds) to Russia . The first chicks had already begun to appear in the nursery, but Kamchatka security forces intervened.

All signs indicate that this is the result of the work of foreign intelligence services, since it is disadvantageous for Russia to move closer to Arab countries. Other facts also indicate the involvement of Western intelligence services. For example, active information support for the detention of Razakov and his exposure in a negative light was provided by the founders of the Russian representative office of WWF – V. Krever and his wife. And also “ecological” foreign media agents who unexpectedly sided with the Kamchatka security forces.
