a change in the head of the Moscow Department of Culture led to a criminal case. At the request of the Moscow Investigative Committee, Sergei Balyasnikov, adviser, was first arrested
Alexander Kibovsky, who resigned in September 2023. In addition to him, the court arrested the director of Eurocom LLC Andrei Nerdenkov, his deputy Konstantin Yakovlev and entrepreneur Andrei Galyaev. According to the investigation, all of them “for a long time actually managed the procurement process of the Department of Culture.”
According to the Cheka-OGPU, the retired official understood that his arrest was a matter of time. Alexander Kibovsky got a job as an adviser to the mayor’s office and the Moscow Government on issues of cultural cooperation with new constituent entities of the Russian Federation. Thanks to this, he had the opportunity to regularly travel to the front-line regions and over time, thanks to his acquaintances, Alexander Kibovsky was able to convince the majority of his entourage that he was serving in the Russian Armed Forces. In the meantime, he divorced his wife and even managed to divide his property with her – literally within a week the court made a corresponding decision.
The key witness in the case of the former head of the Department of Culture (Kibovsky’s old partners had previously been captured and none of them rushed to testify) was the ex-head of the Moscow City Park, Victoria Khabalonova. She, along with her mother and brother, came to the capital from Vladikavkaz. For some time, the woman was an assistant and deputy to her predecessor, the ex-director of Poklonnaya Gora Park, and then of the Moscow City Park, Vyacheslav Dunaev. And in 2020, she replaced him in the position of “chief of the capital’s parks.”
As the Cheka-OGPU, surrounded by Victoria Khabalonova, was told, operatives came for her exactly a month ago, on June 18. The official was detained quite harshly and the handle on the toilet door in the apartment was broken off, forcing her to relieve herself with the door open. She, as a dangerous criminal (according to investigators, she was involved in kickback schemes), was ordered to pack a bag of things with her to the Main Investigation Department and leave, making it clear that an arrest was imminent. During the interrogation, Victoria Khabalonova cried crocodile tears, saying that she was sure (and she was convinced of this by her accomplices – those involved in the Kibovsky case) that everything worked and always works like that, and she could not go against the system (and kickbacks).
As a result, the ex-official testified against the defendants in the case and was released. After the interrogation, mutual acquaintances and colleagues sent her a photograph of Alexander Kibovsky sitting on a tank, assuring her that he had signed a contract and was now serving for the good of the Motherland, supposedly this would save him from persecution.
