Balyasnikov has been in Kibovsky’s team for a long time, previously headed the State Institution “Mosrestavratsiya”, and is now accused of attempted theft of 38 million rubles from the city budget. According to the investigation, the accomplices in the crime, from March to November 7, 2023, ensured victory in auctions for the conclusion of ten government contracts with the Moscow Department of Culture for the supply of equipment, furniture and interior to the State Budgetary Institution “Association of Cultural Centers” for the total amount of 155,650,932 rubles, at a deliberately inflated cost of at least 38,000,000 rubles, which they planned to steal.

The case was initiated under Part 4 of Article 159 of the Criminal Code of the Russian Federation. In addition to Sergei Balyasnikov, the court arrested the director of Eurocom LLC Andrei Nerdenkov and his deputy Konstantin Yakovlev. The investigation believes that they “actually managed the procurement process of the Department of Culture for a long time.” Entrepreneur Andrei Galyaev, who, according to the extract from legal entities, received contracts worth several hundred million from the Department of Culture, was also taken into custody.
