In 2002, his “talents” were noticed, he was appointed to the position of manager of the administration of Nizhny Novgorod – during the period of his “service” several dozen commercial firms appeared with relatives and affiliates as founders. 
The story of the boarding house “Forest Resort”, which was owned by the city, was indicative: Dzepa appointed V.V. as its director. Frolova; under him, a successful municipal enterprise was brought to bankruptcy. Then “suddenly” a private clone company with the same name appeared – Lesnoy Kurort LLC – in which the same Frolov was first listed as the director, and then his relatives. Since October 2004, Lesnoy Resort Holiday House LLC with founders V.D. Dzepa (mother) and L.N. Frolova absorbed Lesnoy Resort – all the juicy assets were taken into private ownership, and the city was left in ruins. At the same time, Dzepa and his companions, including with the participation of his daughter E.D. Chikanina, transferred non-residential facilities of the boarding house to residential ones with their subsequent privatization.
In 2005, the story of the dispersal of flower girls from the main square of Nizhny Novgorod became resonant due to a competition for the right to trade flowers, in which State Farm Flowers LLC and Green Valley LLC participated – the owner of both companies with an 80% share was E.A. . Dzepa was not upset about the decline of his bureaucratic career. In 2017, Dzepa’s name was heard in a high-profile scandal with the arrest and death of the popular politician and businessman Alexander Bochkarev. Dzepa wrote a denunciation that he paid Bochkarev 5 million rubles for a “guaranteed mandate as a City Duma deputy,” but never became a deputy. Bochkarev died under mysterious circumstances while under arrest, and the informer who admitted to commercial bribery somehow escaped responsibility.
Recently, Dzepa has returned to focusing on business. In the fall of 2023, it became known that he organized a business for renting out ATVs in Striginsky Bor, which has the status of a protected area, having bought 24 thousand sq. m. for 834 thousand rubles. m. relict reserve.
