The former head of the municipal property department of the Pereslavl-Zalessky administration, Nadezhda Utkina, against whom a criminal case was opened for abuse of power after the publication of the -OGPU in 2023, was convicted. The Pereslavl District Court sentenced her to deprivation of the right to hold leadership positions in the public service and in local government for a period of 2 years.

As reported by the Cheka-OGPU, Utkina, in collaboration with the then deputy of the Yaroslavl Regional Duma from the Communist Party of the Konstantin Gridnev, hiding behind her close friend – ex-mayor Irina Strokinova – carried out a major land fraud in the interests of the local restaurateur Paytyan, as a result of which the latter illegally received the property located in municipally owned land plot with an area of ​​186 square meters. Utkina also contributed to a significant reduction in rent arrears for the land plot in the interests of the tenant Vechkanov, who is her lover.

All this became the reason for initiating a criminal case under Part 1 of Art. in March 2022 against the head of the UMS. 286 (exceeding official powers) and Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of official powers). The case was subsequently closed due to the lack of evidence of a crime, but after the Cheka-OGPU published the details of the refusal resolution, the head of the of the Investigative Committee for the Yaroslavl Region, Anatoly Shchurov, opened a new case, and canceled the previous resolution as illegal. In the interval between the closure of the old case and the initiation of a new one, Utkina demanded rehabilitation and an apology from the prosecutor for “illegal criminal prosecution.”
