Because Pavlov diligently evaded taxes (non-payment of more than a billion rubles to the Russian treasury was proven)? Or the fact that the shoe magnate promised to build a production facility in Crimea and provide the peninsula with jobs, but never did (but enjoyed benefits in the region)?
