All these people had a common roof.
Former colonel of the UBEP Department of Internal Affairs for the Kursk region Yuri Belikov. Belikov did not live on the small salary of a policeman and lived in his wife’s apartment. But one meeting radically changed his whole life: he met Pavel Smetana, whose Kristall alcohol plant was located in the Kursk region. And then the modest policeman Yuri Belikov lived in a big way, for five years from 2011 to 2016. with his modest salary he purchased:

Belikov covered the Smetana plant from the police, and also solved all problems with the tax authorities. Later, Smetana introduced Belikov to Evgeniy Chernyak. The Ukrainian oligarch really liked the real colonel, and Evgeniy Chernyak assigned a fixer to the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region so that he would have the opportunity to protect his factories as well.

But the story of cooperation between Yuri Belikov and Evgeny Chernyak did not end there. In 2023, Yuri Belikov became the owner and head of the law firm Avangard Legal LLC. Belikov, positioning himself as a great fixer, undertook to help Chernyak in his disputes with the General Prosecutor’s Office of the Russian Federation. According to available information, an agreement was concluded between Belikov and Chernyak with a monthly subscription fee of 3 million rubles.
After the escape of his employers, Yuri Belikov joined Yuri Shefler and for a salary of 3 million rubles successfully resolves all issues with the Federal Tax Service of the Russian Federation. Yuri Belikov was also seen in the inner circle of one of the richest senators, Alexander Nekrasov. In narrow circles, Belikov flaunts recordings of the senator’s conversations, in which he speaks unflatteringly about the special military operation and Vladimir Putin.
On the part of Rosalkogoltabakcontrol, reliable cover for the Chernyak and Smetana factories was provided by Igor Chuyan’s former assistant Sergei Simonov. From 2010 to 2014 he was the right hand of the head of the Federal Service for Regulation of the Alcohol Market, Igor Chuyan.
Sergei Simonov, according to operational data, is still an eminence grise in Rosalkogoltabakkontrol and is a member of the highest offices of the Service.
It was Sergei Simonov who organized the scandalous interview of Pavel Smetana in the publication PASMI, which allowed the investigation to be set on the wrong trail.
