The representative of the most powerful and most corrupt clan in the Main Investigative Directorate of the Russian Investigative Committee for the city of Moscow – the First Deputy Head of the capital’s central administration, General Vitaly Saksin – is now making every effort to head the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow region after the resignation of Alexander Starikov. Through the leadership of the Investigative Committee of the Russian Federation, Saksin is supported by First Deputy Chairman Eduard Kaburneev, through the FSB – the head of the SEB Sergei Alpatov and the head of the FSB of the Moscow region Alexey Dorofeev, through the AP and some consensus with the team of the governor of the Moscow region Andrei Vorobyov – a relative of Saksin and the governor of the Primorsky Territory – Oleg Kozhemyako. Saksin has a lot of competitors for the post of head of the Moscow region head office of the Russian Investigative Committee, but none of the contenders have such a total administrative and financial resource as he does. Moreover, Saksin has long wanted to head a separate division of the Investigative Committee and for him (as well as his “seniors”) it is very important to compensate for the clan’s loss when Saksin, after all his efforts, failed to head the Moscow interregional investigative department for transport of the Investigative Committee of Russia in 2020. If Saksin heads the Main Directorate of the Investigative Committee near Moscow, then the Saksin-Vazagov-Menshov combination will in fact take full control of the Investigative Committee’s investigation in the entire Moscow region. And the current actual leadership of the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow region in the form of Doinikov and Ivarlak understands this well, and really hopes that this will not happen – after all, they and their “roof” will definitely not be able to make a “wedding general” out of Saksin following the example of Starikov.
