The -OGPU became aware of the initiation of a new criminal case regarding the theft of funds from the Ministry of Defense, the main defendant in which is . The case was initiated by a military “in relation to officials of the Joint Stock Company “Main Directorate for the Arrangement of Troops”, and at the date of the events such an official was Timur Ivanov. The investigation is being conducted on the grounds of a crime under Part 3 of Art. 285 of the Criminal Code of the (abuse of official powers).

It follows from the resolution to initiate a criminal case that in 2015, between the Russian Ministry of Defense, represented by the Construction Department of the Russian Ministry of Defense, and GUOV JSC, represented by General Director Timur Ivanov, in order to fulfill the state defense order, a state contract was concluded for a full range of works on a facility related to arrangement of five dormitories for 900 people in Vladivostok, Primorsky Territory.

As part of the execution of the concluded government contract, funds in the amount of about 395 million rubles were transferred from the account of the Russian Ministry of Defense to the account of JSC GUOV, intended for the JSC to fulfill its obligations.

Subsequently, in the period from 2015 to 2018, unidentified officials of GUOV JSC (Timur Ivanov headed GUOV until 2016, when he became Deputy Minister of Defense), involving employees of the said JSC, transferred the received funds for purposes not related to the execution the specified government contract.

Thus, during the specified period of time, officials of GUOV JSC made at least 40 transfers to various individuals and legal entities not related to the execution of the specified government contract in the amount of more than 100 million rubles, causing material damage to the budget of the Russian Federation in the specified amount.
