The Cheka-OGPU wrote on June 11 about how the special services work in the region: Oleg Grinev, a high-ranking employee of the Russian FSB Directorate for Moscow and the Moscow Region, who regularly came to Dagestan on business trips, received five years for failing to prosecute the son-in-law of the ex-mayor of Kaspiysk, Jamaludin Omarov, in exchange for 40 million rubles. Grinev did not admit his guilt, since in Dagestan he drank heavily and does not remember anything. It is quite possible that the basis for numerous reports on prevented terrorist attacks is precisely this kind of “undercover” work. 
It is not at all surprising that with such “vigilance” of the FSB, interest in Wahhabism has blossomed in the region, which is also shown by the scions of local elites, for example, the sons of the head of the Sergokalinsky district of Dagestan, Magomed Omarov, who yesterday participated in armed attacks on police officers. Against this background, the notorious “Ukrainian trace,” to which in recent years in Russia it has been customary to attribute all large-scale tragedies, will be even more difficult to find in Dagestan than in Crocus. Perhaps that is why this version has not yet been heard at the official level.
