In the spring of 2020, at Tver, Ogorodny Lane, 8, directly on the first line of the Tvertsa River, the general contractor ZAO Tvergrazhdanstroy completed the first stage of construction of a multifunctional rowing sports center for 59.8 million budget rubles. For this money, about 40 trees planted in the 50s of the 20th century were cut down on the land plot, dismantling work and archaeological excavations were carried out, and bank protection was carried out.
And suddenly Governor Rudenya decides that the contractor needs to be replaced. A competition has been appointed. And then, miraculously, the winner of the competition to carry out the second stage of work is the public law company “Military Construction Company”, which miraculously turned out to be the only contender for this construction. The cost of the contract concluded on July 12, 2021 was 181,049,018 rubles. It was during this period that Deputy Minister of Defense Timur Ivanov, who oversees the activities of PPK VSK, began construction on the village of Pankratovo on a miraculously inherited plot of 8 hectares in the same Tver region. Only from the contract for the construction of a multifunctional sports center – a rowing base on the Tvertsa River, two from the casket received a kickback in the region of 36 million. At the same time, in Tver, PPK “VSK” at that time was engaged in the construction of the multimedia park “Russia – My History” and the construction of a new high school in the Yuzhny microdistrict. How much remuneration there was is unknown, but there is an assumption that Timur got the mentioned land on the banks of the Volga in Pankratovo. The friendly relations between Timur Ivanov and Igor Rudeni allow us to confidently assert that the tender documentation for the objects was prepared specifically for the PPK Military Construction Company (VSK) and the interest of these partners was built into it.
